The Future Slovakia Forum (FSF), through its expert platform Healthy Future of Slovakia, today launched an anonymous patient experience survey at healthy-future.sk. Expert data alone cannot capture what patients and their families actually experience. The 7-step anonymous questionnaire (5–10 minutes) collects structured stories about encounters with the Slovak healthcare system — both positive and negative. No name, no ID number, no registration required. The data collected will complement FSF's ongoing analytical work across healthcare policy areas including pharmaceutical policy, primary care, hospital networks, long-term care, macro financing, and digital health. < Back PRESS RELEASE - Slovak Government Targets Political Pluralism Jul 2, 2025 New legislation aims to restrict funding, raise barriers, and weaken democratic competition The Slovak government has proposed a legislative package that poses a serious threat to the country's democratic pluralism. Under the draft law, smaller and opposition political parties would face steep financial and administrative obstacles that threaten their ability to participate meaningfully in elections. Key measures include: Tripling election deposits for parliamentary elections (from €17,000 to €50,000) and increasing the minimum vote share required to reclaim the deposit from 2% to 5%. Raising the threshold for public funding — only parties exceeding 5% of the national vote would qualify for state contributions, effectively cutting off resources for smaller movements. Reducing existing funding by 30% whenever the public deficit exceeds 3% of GDP. Restricting donations by banning cash contributions and requiring full identification of all donors. Limiting parties' ability to change their names , making internal renewal and adaptation more difficult. These changes are being advanced at a time when the ruling coalition is consolidating control over the prosecution service, the police, and public service media. Article 31 of the Constitution of the Slovak Republic clearly states: "The legal regulation of all political rights and freedoms, and their interpretation and application, must enable and protect the free competition of political forces in a democratic society." This legislation does the opposite. The civic association Future Slovakia Forum calls for open public debate on alternative reforms that strengthen citizens' sovereignty and ensure fair political competition — including its own proposal, Systém 2027 , which introduces a bicameral parliament with 45 local single-member districts, a national compensatory tier, and a 45-seat Senate. It Is No Substitute for Patients’ Rights Sep 14, 2026 HFS supports both an innovative medicines fund and stronger patient rights under the reimbursement amendment, and expects a concrete plan: entry rules, quantified financing, clear responsibility and a timetable. Healthy Future of Slovakia (HFS), an expert healthcare initiative of the Future Slovakia Forum think tank, supports the creation of an innovative medicines fund as part of a system of early access to selected therapies. At the same time, HFS considers it important to preserve and complete the legal safeguards for patients pursued by the amendment to Act No. 363/2011 on the scope and conditions of reimbursement of medicines. PRESS RELEASE – A Medicines Fund Belongs in the System In the view of HFS, the debate about the future of the medicines fund should not be reduced to a false choice between the amendment and the fund. Strengthening patients’ legal position and creating a functioning fund should complement each other, not block each other. Patients should know under which conditions treatment is reimbursed, receive a clear justification of each decision and have an effective way to have it reviewed. Supporting these principles does not mean blanket approval of every provision of the amendment, nor a claim that it will solve every access problem. The amendment and the fund serve different purposes The draft amendment already contains a special entry route for selected medicines, including conditionally authorised therapies, provisions on real-world data and a subsequent reassessment of reimbursement. Managed access therefore does not have to be created solely through a separate fund. HFS nevertheless distinguishes three functions. Categorisation sets the reimbursement conditions of a medicine for defined indications and patient groups. The exceptional reimbursement route addresses needs that standard reimbursement does not cover. The innovative fund should provide separately planned and monitored financing for managed access to selected high-cost therapies where the evidence still needs to be completed before a decision on their further reimbursement status. The added value of the fund should not be yet another approval step, but the combination of timely access, predictable financing, risk sharing and mandatory evaluation of outcomes in a single, accountably managed programme. The fund must build on categorisation and existing reimbursement agreements, not duplicate or bypass them. The HFS expert group stresses that the fund should be a stable part of the system, not a promise repeated by every new minister. Developing the fund must not weaken patient protection under the amendment, and the amendment must not become an excuse for postponing the fund. What kind of fund HFS proposes Within REFORMA 3.3, HFS understands the innovative fund as an earmarked, separately monitored and budget-capped early-access mechanism. Its legal form, funding sources and financial scope still need to be worked out. The fact that implementation remains open, however, does not mean that HFS is abandoning the objective. • Priority should go to selected therapies with significant expected clinical benefit and unmet medical need, particularly in very rare diseases and advanced therapies, including gene and cell therapies. • Inclusion should not be decided by price, an “innovative” label or the strength of a public campaign alone, but by expert assessment of benefit, uncertainty, disease severity and budget impact, with standardised patient involvement. • Temporary reimbursement must have conditions agreed in advance: for whom it is intended, which outcomes will be monitored, who will supply and evaluate the data, and when a decision will be made to continue, adjust or end it. • The rules must determine in advance who is responsible for completing treatment or ensuring a safe switch to a suitable alternative if the reimbursement regime changes, so that the burden does not fall on the patient once a contract expires. • Real-world data should support both decision-making and oversight, with a legal basis, protection of patient data and a clear public overview. PRESS RELEASE – A Medicines Fund Belongs in the System Separate financing does not mean money outside the rules The fund must be part of a common multi-year financial framework for healthcare, with a defined budget, rules for its use and a procedure for rising commitments. It cannot be created as an open-ended promise of reimbursement without funding, and its financing must not cause an unacknowledged shortfall in other necessary care. Multi-source financing must be quantified, not merely named: shifting money between existing budget lines does not create new money, and the same saving cannot be counted twice. HFS also does not present new medicines or data collection as an automatic promise of savings. From promises to a concrete plan HFS expects the Minister of Health to set out a long-term vision and a feasible strategy both before and after the 2027 elections – regardless of who leads the ministry. From the current ministry leadership, HFS expects concrete decisions and preparatory work that need not wait for the election result. From the leadership after the elections, it expects continuity with demonstrably effective steps, correction of those that do not work, and regular public evaluation. For the medicines fund, this test is concrete. HFS expects a plan for establishing the fund that sets out entry rules, links to categorisation and exceptional reimbursement, quantified financing, clearly assigned responsibility and a timetable. Open technical and financial questions are a reason to develop the fund responsibly, not to abandon it. The vision must reach beyond elections. These are not isolated grants. They are parts of one larger mission: to build a reform infrastructure for Slovakia. Because windows of opportunity open suddenly. When they do, the country cannot afford to start from scratch. It needs prepared reform proposals, verified data, expert teams, young analysts and institutions capable of turning ideas into legislation, implementation plans and public accountability. But independent reform work requires more than goodwill. It requires time, coordination, mentoring, research, communication, quality control and stable operations. < Back PRESS RELEASE – The Opposition Hesitates, but Slovakia Cannot Wait: A Call for a Realistic Defence Plan that Reflects the Will of the Voters Mar 28, 2025 Urgent Commentary – Slovakia’s Security at a Critical Crossroads The latest commentary from the Future Slovakia Forum titled “Security Cannot Wait: Slovakia’s Defence Strategy in the Face of Opposition Hesitation.” This commentary presents a proposal for a realistic security strategy for Slovakia. It combines an increase in defence spending with deep fiscal and administrative reform – without the need to raise taxes. Based on data from our own survey as well as the broader international context, the text highlights the urgent need to act responsibly and effectively. We specifically respond to the recent, for many observers incomprehensible, statement by the parties PS, KDH, and SaS following their meeting with the President of the Republic, in which they refused to support an immediate increase in defence spending and the deployment of Slovak troops as part of a peacekeeping contingent of allied forces in Ukraine – despite the fact that, according to our survey, a significant majority of their own voters support these steps. At a time when countries in the region are taking decisive action, it is crucial not to ignore the voice of the public or the strategic challenges we face. Closing the First Year of Future Slovakia Forum Future Slovakia Forum (FSF) has published its Annual Report for the period July 2024 – June 2025 — our first full year of operation as an independent, pro-European civic think tank. In twelve months, FSF grew from an idea into a working organisation with 8 members, 10 cooperating healthcare experts, and 9 published analytical outputs. Our flagship project — the representative survey Kam patrí Slovensko? , conducted with FOCUS agency and crowdfunded by 170+ donors — was covered by Denník N, SME, ta3, Postoj, and .týždeň, and generated over 60,000 views across two expert video discussions. We also launched REFORMA 3.3, a multi-sector healthcare reform initiative with a formal governance protocol and six expert working groups, and published Security Can't Wait — a comprehensive defence strategy proposal.
